Circulation Policies

Who Can Borrow:

Circulation of library materials to non-law school affiliated individuals and groups is limited. Only the following people may apply for borrowing privileges:

Members of the School of Law
University of Hawai`i System (UHS) faculty, staff and students
Governmental agencies
Hawai`i State Bar Association (HSBA) active-status members
Community institutions such as law firms
East-West Center scholars

All others may use materials in the library, including most Reserve materials, but may not check them out of the library. A photo ID is required when checking out Reserve materials.

 
One of these is required when applying for a library card:

A validated UHS identification card
A current HSBA membership card and photo ID
An official written request from the community institution or governmental agency

Patrons who are eligible to apply for borrowing privileges must complete a library registration form. The Law Library reserves the right to withhold this privilege to anyone not affiliated with the University of Hawai`i System.

Only current active members of the Hawai`i State Bar Association will be allowed to apply for borrowing privileges. The Library will check membership status and current address.

Separate library cards will be issued to non-UHS borrowers after registration is approved. Lost library cards must be reported immediately to the Law Library.

 
What can be borrowed and for how long?

Non-circulating Items - Library Use Only
Most of the materials in the library are for library use only, meaning they cannot be charged out of the library. These items include statutes, reporters, digests, citators, multi-volume sets, loose-leaf publications, periodicals, encyclopedias, and anything with Reference or Reserve in its call number or anything in microform format.

Circulating Items - Two-week loans
All circulating materials may be borrowed by non-UHS borrowers for a period of two weeks only.

Reserve Collection
Reserve materials are for library use only and may be borrowed for a period of two hours.

Microform: microfilm and microfiche
Microfilm and microfiche may be borrowed for library use only, using the microfiche reader (dimes only) or digital microform reader/scanner provided. Patrons must have a copy card for the reader/scanner in order to make copies. The Library does not provide change.

 
What are the penalities for overdue, lost or damaged library materials?

Patrons are responsible for knowing when the books they have borrowed are due to be returned and are personally responsible for their return. All borrowed materials may be returned to any UHS Library. As a courtesy the Library may send overdue notices by mail or email.

Financial penalties per item for overdue or damaged books include actual replacement cost or $80.00 (whichever is higher), a $10.00 overdue fine, and a non-refundable $10 processing fee.

Failure to pay financial obligations will result in one or all of the following: library borrowing privileges withheld, registration for classes blocked, issuance of diplomas and/or transcripts blocked. The delinquent account may also be submitted for a tax refund set off or be referred to a collection agency.
